Statsviter og forfatter Mark Leonard er sjef for European Council on Foreign Relations (ECFR), som han grunnla i 2007. Han har skrevet for Project Syndicate siden 2004.

I 2005 utga han boka "Why Europe Will Run the 21st Century". Hans andre bok "What does China think?" utkom i 2008. I 2021 ga han ut boka "The Age of Unpeace: How Connectivity Causes Conflict"
